Emacs is not just another application. It binds many keys that have different behavior outside Emacs. There is an error message only if you do not bind it - same as for any key. If you bind it to `forward-char', then it just invokes `forward-char' - no error msg. There are (thankfully) still some keys that do not have default bindings.
