I would like to arrange for package.el
to always connect to ELPA across the Tor network.
But it is 4600 lines of code and I would rather not have to read it all.

Can someone tell me where to find the code that actually
communicates with the ELPA repos?  Where is the best place
to make that change?

I'm sorry to interject: I sometimes use erc and wonder if it is possible
to route it through Tor, but the erc manual contains no occurrence of
"tor" or "proxy".

Is there a recommended way to do that?  Maybe it could be added in the
erc manual, or in another section if it is a general method that applies
to multiple commands of emacs?
