In a strategic moral sense that would be a bad direction to go. Most users use a nonfree web browser, or a mostly free but nasty browser such as Chromium. The ones that are free are noncopylefted. To change Emacs into something people usually run under a browser would be an enormous change for the worse in regard to giving users freedom. The level of convenience is not th e most important one.
