Dunno whether that's intentionally to avoid wider discussion, but it has that effect. I share that impression as well, it does seems that the modus operandi is to change first, discuss later. Which causes friction between all parties -- it is not all that much to ask that changes to existing behaviour is done by discussion first, in a small group to feel what the reprecautions might be.
