I agree we should never delete it, for that good reason. But we made it obsolete for a good reason, too: any program which uses will misbehave in some unusual cases. The only way to get fully correct behavior is to eliminate the calls to interactive-p, and instead use an optional argument which gets a non-nil value in an interactive call. All the calls in the Emacs code have been replaced.
