Does ELPA need to be promoted at all? Wouldn't it rather make more sense to promote that "Emacs also comes the following that isn't part of core" (might need a better explanation). ELPA as it is, isn't that interesting from a user POV -- what is interesting is what you get when you do M-x list-packages. I think it would be more interesting to say what ELPA contains, i.e. mention that you can get foo-mode or bar-mode just by doing 'M-x package-install' without needing to do anything, than ELPA specifically.
