We have one common bug database because we have one email address for reporting bugs. But that is not the only way we could do it. We could subdivide this and have separate bug databases fed by separate email addresses, if that is better. In order for it to be better, users need to be able to tell which place to send each bug report. There should not be too many places. We would need to work out a way to pass the bug from one database to another.
