They are usually _similar_ in that they give much of the same information. The point is that they should not be _written the same way_. Examples are a different issue. It might be useful for the Emacs Lisp manual to have a sample program in it, and arrange to be able to run it and insert its output. But don't focus too much on documentation of Emacs Lisp functions.
