Unencoded full URL's cannot be valid filenames under the vast majority of filesystems, including GNU/Linux and macosx. http://gnu.org/index.html is a valid file name. In Emacs, it is equivalent to /gnu.org/index.html. That name probably does not exist, but it is valid. Nothing stops you from creating that file on your machine if you have root access. mkdir /gnu.org touch /gnu.org/index.html It is a problem to block access to that file if it exists. I think this problem can be solved.
