Yes, but it is more complicated for most users. Could we find a way to make it simpler, I wonder? Perhaps some scripts? Or new bzr features? For things we want to be in Org's core and then in GNU Emacs, having a separate contrib/ repository is a way to give everyone access to code from authors that signed the FSF papers but whose papers are not yet processed by the FSF. We are working on speeding this up. I hope it will get done in a few months.
