Sure, you can and should try to reduce the number of open bugs in
Emacs, but I think you're going to end up needing to accept 4-figure
counts just like everybody else.
It is not inevitable. The number of bugs remaining unfixed is a
matter of our priorities. We can give priority to adding features
(which tends to make more bugs) or we can give it to fixing bugs.
