Does that mean the server that handles bug-gnu-emacs? Or does that mean all the machines of all the subscribers on the list? The latter is very bad because it makes hundreds of people do the work repeatedly. The former would be fine in theory, but in practice it is hard to do, because only the FSF sysadmins could do it. Doing this in the bug tracker is much easier.
