Because I want to specify the arglist as a single quoted list. Yes, indeed, we don't want to have to quote each arg. Therefore, for convenient use, I suggest making this a macro with a &rest argument. This could be used for things other than Emacs, so I no longer think it should go in admin.el. That's a bad place. This code should be included in the Emacs release. It should go in lisp/emacs-lisp.
