Would someone please fix this bug, if it still exists, in Emacs 22 and
the trunk, then ack?

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Running change-log-redate on a ChangeLog file which 
contains strings like:
 
 Tue Jan  9 07:20:05 WST 2007 John Darrington <john@darrington.wattle.id.au>

Changes them to 

 1999-11-30  WST 2007 John Darrington <john@darrington.wattle.id.au>

which is not what I expected.
