Semantically this does not fit in Convenience, but it does fit in Environment. Would you please move it? But actually not just the Startup but the whole Development/Internal customization group is a complete misnomer since it has nothing to do with development. Even worse, those various things don't really have anything to do with each other. Most of them should be individually moved elsewhere. Would you like to do that? It might better be moved to Emacs/General Setup (does not exist yet). Maybe so. Could you propose what the meaning of that group would be?
