Please write in English if possible, because the Emacs maintainers
usually do not have translators to read other languages for them.

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
If I find a new file in a directory that's under subversion version
control and say `M-x vc-register' I'm prompted if a rcs directory should
be created. It seems emacs doesn't recognize that there's a .svn
directory already.
I cannot say since when emacs has this bug, but about one month ago it
worked as expected. Emacs recognized that this file is in a svn
