Since libcairo uses LGPL version 2.1, I just checked LGPL version 2.1
again.  It says that newer GPL versions can be used.  So there is in
fact no problen with libcairo.

Therefore there is no obstacle to relicensing Emacs immediatelky.  We
just need someone to volunteer to do the work.  We should do the trunk
and all the branches that are considered live, but we don't have to
do all the branches at once.
