    I deleted all the forms in files.el and it still crashes, with the
    uninformative backtrace:

Please try it with a breakpoint at Fload.  It will get there for each
file that is loaded.  Since each file prints a message, you will be
able to tell from the previous message when it is there for files.el.

Then step through the function and its subroutines, and you can
observe how it crashes.
