That is much more useful that customizing its default value. I think it is useful for that variable to show up in a custom buffer, since it is meant to be set by the user. But we don't want the user to actually customize it; instead, when it appears in a custom buffer, it should say you should specify this with a file local variable. Is there an easy way to do that?
