    `man'       holds the source code for the Emacs Manual.  If you modify the
		manual sources, you will need the `makeinfo' program to produce
		an updated manual.  `makeinfo' is part of the GNU Texinfo
		package; you need version 4.2 or later of Texinfo.

    But rcirc.texi uses indicateurl which was added in 4.7

The statement that Texinfo 4.2 is needed was added in 2002.
Maybe we should just update that to say "4.7".
Does anyone see any reason why not?

When was Texinfo 4.7 released?
