* Should not edebug-all-defs be autoloaded?

The info node "(elisp) Instrumenting" says that you can use the function 
`edebug-all-defs'  to switch the value of the corresponding variable. If 
you try that before using edebug it does not work because 
`edebug-all-defs' is not autoloaded.
