Is the utf-7 coding system a candidate for autoload-coding-system?

I'm looking at getting the character set in project gutenberg texts
automatically, and one of those has utf-7 (8cart10.txt).  Do I need to
(require 'utf-7) or can just

	(locale-charset-to-coding-system "UTF-7")

drag in what's needed?
