etc/TODO lists this:
** Implement something better than the current Refill mode. This
probably needs some primitive support.
Would people say that longlines does this job?
Should I delete it from TODO?

It's not clear what the TODO entry means, so I don't know. longlines and
refill do different things, so it seems incorrect to think of longlines as
replacing refill; maybe they should be unified in some way though.
