I'd propose to leave ldefs-boot.el in the tarball but to prevent lisp/Makefile to install it. That might be ok, but I have one question. Suppose lisp/Makefile did install it--would any real harm result? If not, it would be cleaner not to put anything special for this file into lisp/Makefile.
