That's a problem, but not a very big one. This misunderstanding would be minro, not fatal, and it would happen rarely. And people can still read the manual and find out the full facts. All kinds of incorrect user behavior in Emacs are not equally bad. But that is not generally true. Incorrect behavior is not necessarily a disaster, it is merly more or less undedirable. One has to try to judge problems by their importance.
