I have no experience at all with GNATS but when I read the introduction at it seems to fit most of the needs and wishes expressed here. I think it does. Also, it is a GNU package, which is an argument in favor. Another possibility is to use RT, which is what the GNU Project uses for many other things. I think it can be used via email. I don't know whether RT is suitable for bug tracking, though.
