All of them are distributed at least as open source. Unfortunately that does not answer the question of whether they are free software. The criteria for open source are not the same as those for free software; a program can fit one category and not the other. In the GNU Project, we advocate free software, not open source. "Open source" is the slogan of a movement that was formed specifically to reject (and hush up) our philosophy, so we never use that term here except to explain the difference between the two movements. To know that a program meets the standards of the open source movement does not give us any useful information, because we still have to check whether it is free software before we can recommend it. I think they're the same libraries used on GNU/Linux and Unix builds of Emacs, BTW. I think we have verified that all those libraries are free software. Could someone positively verify that these libraries used on Windows are indeed the same ones?
