It seems like they would create the least amount of trouble for existing Texinfo documents and renderers, since they can just ignore those tags. They would probably give error messages for those two tags, and they would process (rather than ignore) the text between them. The only way this can be feasible without waiting years is if it *completely avoids* any new Texinfo directives.
