Looking at the the NEWS file, it looks like the next release (21.4) is coming from HEAD.
I realise that this may change, but in any case the changes for 21.2 and 21.3 (which were
released from the RC branch) should presumably be included in this file. I will merge these
changes in if someone wishes.

Incidentally, it appears there was no tag for release 21.2.

My understanding is that, whatever features the latest version of Emacs
has, changes to earlier versions are recorded in the NEWS file (even if
those changes are eventually removed) i.e it's a chronology.

Actually I've not made any changes to the NEWS file yet because I've noticed
that while some features (e.g Info-scroll-prefer-subnodes) are in the RC
branch (21.2) and HEAD, their documentation (in info.texi, in this case) has
not been merged into HEAD.

The appropriate documentation really needs to be merged at the same time as
the NEWS file. I'll will try to do this if you like but there might be someone
better qualified.

`Info-scroll-prefer-subnodes' in 21.3 and HEAD and they appear to be
nearly identical, the only difference being the reference to the
default value which was t in 21.3 and has recently been changed to
nil.

Or am I misunderstanding you?

The 21.3.50 NEWS file seems list all changes made in 21.2 and
21.3 as made in 21.4.

This is my mistake. The documentation is up to date.

I think that the 21.3.50 NEWS file lists *some* of the changes in 21.2 and
21.3 as made in 21.4. I think that those that are not listed need to be added.
Changes in 21.2 and 21.3 could be listed as such or, less accurately but more
simply, as changes in 21.4. In any case I, since I don't really know what to
do, I won't make any changes.

Why not just make the 21.3.50 NEWS file contain the entire 21.3 NEWS
file starting from:

* Installation changes in Emacs 21.3

and add all 21.4 specific stuff on top?

(If I understand correctly that is exactly what you and Kim are
suggesting.)

That would make things a lot simpler for people switching from Emacs
21.2 or 21.3 to the current CVS, as they would get an accurate
overview of which changes to expect.

If I understand correctly, you are volunteering to make that change,
although it is probably better to wait to make sure that Richard
agrees.

In as far as `Info-scroll-prefer-subnodes' is concerned the current
single entry should then be split into two entries; The original 21.2
entry and a new 21.4 entry saying that the default was changed from t
to nil.

I agree.

For consistency, it seems logical that the ChangeLog on HEAD should be an
extension of the 21.3 ChangeLog rather than the 21.1 ChangeLog.

At least, we should make it look that way before releasing any version
(21.4, 21.5, 22.1 or whatever) from HEAD.

Yes.  Could you please do that?

It wouldn't hurt to list the changes in Emacs 21.2 and 21.3 under 
those versions, as was suggested.
