Maybe c-set-style could be turned into a kind of custom theme. What makes it difficult is that the c style is chosen per-buffer and sets buffer-local variables. Custom can't do that yet. Perhaps we could add a general feature whereby a custom theme can be put into effect buffer-locally. Then c-set-style could use that mechanism.
