Here is my interpretation: The point of highlighting certain areas when the mouse pointer is over that particular area is to convey some information. Usually the information is "Use the second mouse button to do something". But in this case the user cannot click the second mouse button to do something. You can click the second mouse button then--the request won't be processed immediately, but it will be processed. (If your argument is valid, the real conclusion is that Emacs should turn off the highlighting, not leave the highlighting in the place where the mouse WAS.)
