As somebody else explained, for menu entries tooltips are not that important, because menu texts are better to understand than tool bar icons. Sometimes they are important, for beginners. Any time a menu item has tooltip text, it was added explicitly so the menu item would have it. I can recall a case in the menu bar where the discussion of what menu item text to use was based on the idea of having a tooltip to go with it. I think the right way to address this problem is with an option to turn off the menu tooltips. Non-beginners might want to set that option.
