    I'm willing to do whatever seems to be useful.  Can anyone tell me
    what Tramp should do regarding nonlocal exits?

Generally speaking, it should use unwind-protect to clean up the
state so as to make the state regular again.

Precisely when and how that should be done is something only a person
familiar with the details of Tramp can say.
