I think 21.3 may be just a few weeks away.

      I fear that this (totally
    apparent, but public perception counts) stagnation can lead people to
    other editors, or (worse, although more improbably) more Emacs branching.

It is easy enough for people to see in CVS what we are working on.
I don't think this is a real problem.
