This is the best I can do on minimal changes to rfc2047.el to fix the
problems with it generating invalid encodings for 21.3.  It's not well
tested yet, but survived a few attempts to break it.

	return list of strings.
	(rfc2047-encode-region): Change test for need to encode word.
	Change rfc2047-encode call.
	(rfc2047-encode): Remove CHARSET arg and decide encoding from
	region contents.
