It's possible to support Cygwin-style symlinks without building Emacs as a Cygwin application. (Cygwin symlinks are simply text files with a special signature recognized and handled by the library primitives.) Anyway, that was only an example; I don't know about any work being done on adding such support to Emacs. The main point is that having `stat' that simulates inode numbers is useful in a variety of situations, and reduces maintenance burden in the long run.
