Actually, I think that `point' does move. What doesn't move is `window-point'.
Which is the correct behavior.
Try `M-x foo' (a) with *scratch* displayed and (b) without *scratch* displayed:

(bar) (forward-char 4)
(bar) (insert "A")
(bar)))
