Yeah, there is an empty keymap named =E2=80=98mode-specific-command-prefix= =E2=80=99 that is globally bound to C-c. As far as I can tell, that keymap=E2=80=99s sole purpose in life is making sure that =E2=80=98 b=E2=80=99 lists =E2= =80=9CC-c mode-specific-command-prefix=E2=80=9D somewhere way down under =E2=80=9CGlo= bal bindings=E2=80=9D. None of the modes seem to bind anything in that map, and in fact that would be counterproductive to them being modes.
