Kitty manages to represent a lot of key combinations in its [comprehensive key protocol][1]. Someone=E2=84=A2 could implement that in fbterm, too. (The current iteration of the comprehensive key protocol is a lot easier to work with in Emacs than the previous one, too. This one does not require one to filter out key release events.)
