Or you need to copy the whole web search server to your local disk. Anyway, here is a web search for Emacs documentation using OSS: https://dl.dropboxusercontent.com/u/848981/it/oss/oss-emacs.html The autocompletion there is just what you get by default from OSS. You could replace that with the handmade strings in the Info index if you want to. I have only added the files in Emacs documentation to the index. You could add Emacs Wiki and other sources too, of course.
