I can't reproduce bug#56639 starting from the installer for Emacs 28.2 published today. I tested just now using a "test" machine without any existing Emacs (or MSYS, etc) installations. I'm fairly confident that bug will turn out to be something with the way I had been making "snapshot" binaries from the main development branch. (I haven't made any snapshot builds recently.)
