I don't think we can really slow down the development of Emacs. If
changes are proposed, and they are deemed good, we will accept them.
If you want to reduce your maintenance burden, you should not to ask us
to slow down Emacs development. Instead, you should start working on
merging bookmark+.el features into Emacs itself.
