It seems like a good idea that the packages themselves have that file in
their repository, but I don't feel strongly about it either way. I'm
happy to stop suggesting to add that if you prefer; it will save me five
minutes per package or so.

How about adding the files "LICENSE", "LICENSE.md" and "COPYING" to a
global ignore list instead? (Those three being the variations I have
seen so far.)
