Could be a rendering problem, then; because it works fine here. Do
files with this composition display properly? What's the output of
describe-char (on the 1st character)? Did you try building with/without
Harfbuzz? Are you using Windows by any chance (info "(emacs) Windows
Fonts")? Or an old font? Try out some different ones.

The system is Debian Linux with the font Noto Sans Devanagari. This problem
is not there with the latest version. Just the right push for the upgrade I
guess.

FTR: this renders just fine on Windows 11, using the system fonts.
