At this stage, we don't even seem to have agreement on what the relationship is between GNU ELPA, GNU Emacs and what should be in Emacs core, in ELPA or in both., whether some packages should be seen as 'blessed' by the GNU project, what level of compliance with GNU coding styles and conventions is required, how and where bug reports should be managed for ELPA packages etc. Many of these questions are related and answering some of them will either answer others or limit the available options.
