Nothing Emacs can do here as it never sees the key press. You need to modify your keyboard shortcut preferences in macOS using System Preferences -> keyboard -> shortcuts. You will likely find other useful Emacs bindings which have been stolen by macOS and which will also need to be adjusted/removed

After upgrade to mojave 10.14.2 (from 10.12) I have noticed one rather
inconvenient change from the OS. M-% is now intercepted by the OS to
capture screen. Is there any workaround for this?
