For "Document the change in interactive shell mode", I already see a
commit "4b0e4213740ef32938063e1dd79f8462112ca33c" with the same
subject in emacs-25 branch. So, this is done? Which among the
following needs to be documented?

     Document the new bindings of <UP> and <DOWN> in the minibuffer
     Document new features of Ido
     Document the change in interactive shell mode
     Document new features of package.el
     Update and document new features of xterm support
     Document new features of Prettify Mode
     Document multi-mode indentation facilities
     Document 'vc-refresh-state'

Would it be possible to use a TODO list in the NEWS file to indicate
which parts need to be documented, and are in a pending state?
