One of the next steps for me publishing cpio-mode is to put it on ELPA

1. It was mentioned that there are some things I have to do first. What are
they?
2. Although I have login on ELPA, I apparently don't have permssions to
create a project. What's the right thing to do? Should I work via this
mailing list? Should I expect to become a member of the group?

You need to sign the copyright paperwork.  I.e. fill the form below and
send it to the FSF as instructed so they can send you the relevant
paperwork to sign.

I don't know what you mean by "have login on ELPA".
AFAICT you don't have any particular access to GNU ELPA or elpa.git.

Once the paperwork is done, I'll add your project to elpa.git and you
can then request write access to it.
