Feature request from a user:

Can we automatically show a note (in the echo area) to notify the user when a Packages (ELPA/MELPA etc) package is installed, but a newer version is available?  Can they then be semi-automatically updated?

An automatic notification is a feature I've been meaning to add. But
it would have to be an opt-in minor-mode. I believe it would not be
nice for Emacs to silently "call home" without the user requesting.

I think it should be in a first-class menu item under "Options" near
"Manage Packages" (or make a "Packages" menu under "Options") so it's
really easy to discover and enable this option. I can think of very few
instances today where I wouldn't want it enabled.
