A Windows installer that is Free Software was written by Andrew Innes several years ago, for the "GNU Software for MS-Windows and MS-DOS" CD-ROM (sold at the time by the FSF). I guess it might need some work to add some bells and whistles, but it's a good starting point, and it at least did TRT with all Windows varieties, from Windows 9X to W2K. If someone needs its sources, I can dig them up.
